ACCOUNTABILITIES

The Director is directly accountable to the Chief Executive Officer for:

•Corporate safety, quality and regulatory compliance; 

•The effective performance and continuous improvement of AirBorneo's Safety Management System and Quality and Compliance Monitoring System; 

•Providing independent assurance to the CEO on the airline's safety and compliance status; 

•Ensuring significant safety risks, regulatory non-compliances and adverse trends are promptly brought to the attention of the CEO; 

•Monitoring corrective and preventive actions to effective closure; 

•Maintaining appropriate readiness for CAAM audits, inspections and surveillance; 

•Providing safety and quality performance information to the CEO and relevant management committees; 

•Ensuring safety and quality oversight remains sufficiently independent from operational departments; and 

•Maintaining appropriate oversight of significant operational changes, aircraft induction, leasing arrangements and Entry into Service activities. 

•The Director's accountability does not remove the responsibility of operational departments to manage safety and compliance within their respective areas.

RESPONSIBILITIES

The Director is responsible for the establishment, implementation, maintenance and continuous improvement of AirBorneo's:

•Safety Management System; 

•Quality and Compliance Monitoring System; 

•Safety reporting and investigation processes; 

•Flight Data Analysis Programme, where applicable; 

•Emergency Response System; 

•Corporate safety and quality documentation framework; and 

•Safety assurance and performance monitoring arrangements. 

•The Director shall ensure that:

•Safety risks, safety information and operational threats are effectively identified, assessed and managed; 

•AirBorneo's operations are conducted in accordance with the conditions and limitations of its AOC, Operations Specifications, Specific Approvals, applicable CAAM requirements and company standards; 

•Appropriate safety and quality oversight is maintained over outsourced and contracted operational activities; 

•Significant operational and organisational changes are subject to appropriate Management of Change and safety risk assessment; and 

•AirBorneo progressively maintains alignment with applicable IOSA requirements and recognised aviation industry practices. 

•The Director shall:

•Ensure the effective establishment, implementation and maintenance of AirBorneo's corporate Safety Management System; 

•Ensure an effective Quality and Compliance Monitoring System is established and maintained; 

•Oversee the corporate safety risk register, hazard identification and risk management processes; 

•Monitor Safety Performance Indicators, Safety Performance Targets, alert levels and emerging operational risks; 

•Oversee occurrence reporting, safety investigations and implementation of safety recommendations; 

•Oversee the Flight Data Analysis Programme and ensure relevant findings are integrated into the Safety Management System; 

•Ensure an effective Management of Change process is applied to new aircraft, dry lease or wet lease operations, Entry into Service, new routes, stations, systems, organisational changes and significant procedural changes; 

•Maintain appropriate corporate oversight of Flight Operations, OCC, Engineering and Maintenance, Cabin Operations, Ground Operations, Cargo, Security and other safety-critical functions; 

•Maintain appropriate safety and quality oversight of contractors, ground handlers, maintenance organisations, training providers and other operational service providers; 

•Oversee the corporate Emergency Response Plan and associated exercises; 

•Ensure company safety and quality manuals under the Director's authority remain current and compliant; 

•Promote and maintain Just Culture, safety reporting and continuous organisational learning; 

•Monitor aviation industry safety developments and assess their potential effect on AirBorneo's operations; 

•Coordinate with CAAM on corporate safety and quality matters on behalf of the CEO where appropriate; 

•Support IOSA readiness, gap analysis, internal assurance and continuous conformance, where applicable; and 

•Provide regular safety and quality reports, trends and recommendations to the Chief Executive Officer.
